How do I use it and what is it for? ... the emotes list i get ... sorta but the area where it displays "tactical" and other things of this sort i don't get at all .....

Just click on the text you want to use in group/nearby.

Mostly for those not on TeamSpeak

Note: You need to click once to activate then a second time to send when you use it for the first time.

It allows them to answer common questions and command their group effectivly.
