This is Insomniac's excellent 3/4 sized hotbar with the size of the labels changed to match the size of the buttons better. I also removed the blackish background from the label text. Might make it a bit harder to read, but i think it looks better than the default text.

Installation: see this thread for instructions on how to install interfaces. If you already have a new UI folder set up, just unzip the files in the archive to it.

Note: I had to add a new font style for the smaller text, so the mod includes eq2ui_fonts.xml (might be good to know if you have other font mods installed). If you don't feel like replacing eq2ui_fonts.xml, you can always just add near the other includes and it should work.
