Map for non-auto update maps ui

I dont have net framework on my pc at home and wont ever put it in there. I was wonding since i couldn't find it where can i down load new maps to as they come in. I am sure its right under my nose but could some one attach a link with location.

Why won't you install the framework?

The "Main Download" is occationally rezipped with all the newer files. No clue when the last ZIP was done.

Other than that and the auto-updater, I don't think there's any way to get new maps or updated POI files.
