UI file not loading...

I am trying to use Dogvomit's UI mod for the Journal window where it puts the description of the quest to the right hand side of the window. I have installed it into my custom UI folder and have made sure my eq2.ini points to that folder. All of my other UI mod pieces work just fine, but I still have the same old journal.
