It shouldn't take anything special. I suggest you make sure you can load a custom player window or target window first, then try the "Spell Effects Window."
Also, in-game type /show_window mainhud.Character (the C in Character is case sensitive) and make sure the default "character" window doesn't load. If a big window opens up, it means the customized "Spell Effects Window" xml file isn't being loaded.
