any ide what the gobblin Territory marker is for or how to trigger Quest?

It's for the Goblin Language quest, and I believe there is a level limit to trigger it (the marker will start the quest).

Tho info on quests are nice, this is an Interface mod board and not a quest board. Think might be wrong type of question for this board. Maybe not.
