The UI is loaded on start of the character, you would have to exit to Char select, rename the UI file you are using to something diff, then remane the wanted (windowed) UI to the correct file name for your char, then reload that char. There is no way to change UI.file (so to speak) while in game. The file is loaded on start of that character.
The /loadUI command is still broke as far as I know as this would be the only way you could do what you are asking.
