Possible to always display enemy names overhead?
 

I found in the options the ability to always show NPC names overhead.

I'd like to do the same with enemy's names, similar to how it is displayed in World of Warcraft

Also, about the NPC's names, they do pop up without having to highlight them, but you have to be too close. If I can get the enemy's names, can I make it from further way too?

I believe the fade-off with distance is not something we can control to extend it to show the names far out.

You can make monsters/NPCs always have their names show up, but it will fade with distance. It's the same for both, and probably the one you already found:
Options > User Interface > Name and Chat Bubble > Show Names for NPCs > Always.
