How?

I want to learn how to creat an UI...What skills are needed to use the UI builder? (XML, HTML...ect)

Basically use the UIBuilder to create one. Its zipped in game directory. Here in forums is a thread how to use it. Use search to locate it (don't have the url here now to give ya).
