Hotkey downloads...?
 

I was looking at some of the complete set's and saw a hotkey bar that I really liked, it was 3 wide and 4 down, but when I went to the individual download part there was only vertical hotkey banks, and 3/4's hotkey banks. Maybe I'm not looking hard enough, does anyone have a link to a hotkey bank like the one I described.

Also this is gameplay related... But I turned the frame, backdrop and the rest on my hotkey bars almost to 0 so they're almost transparent but now when Heroic Opportunities come up it seems like my ability icon's don't flash to let me know which one to hit... is that because I Turned everything down? If so which one do I have to turn back up to get the flashing back up and running.

The hotkey bank is resizable by default. Just drag one of the corners and you can get it to 3x4 or 6x2 or whatever. No need to download anything.

Bring the window opacity (the one on top, not frame or backdrop) back up so the flashing will be visible.
